Dear Colleagues, the great moment has arrived! This morning, the 19 Member States of CERN have approved the LHC project. The salient points of the unanimously voted resolution are: 1) The full high luminosity 14 TeV machine project is approved. 2) Depending on the resource situation, the machine has to be brought into operation in two stages: first with 2/3 of the magnets (about 10 TeV) in 2004, and then completed to full energy in 2008. 3) Financial participation from Non-Member States is to be used to accelerate the construction of the machine. With the expected NMS contribution the full LHC would be ready in 2004. 4) The time scale (points 2 and 3) will be reviewed in 1997. 5) CERN will have to operate within very stringent financial constraints over the full period of the LHC construction. We should be aware of the tremendous privilege offered to us by the CERN Member States, namely a very long term commitment to our exciting field of research. After the completion of the Technical Proposal, we are very happy to end this year with such positive news. All our best wishes for Christmas and the New Year!
