is a "test issue" to test the listserv and to resolve any format

IBM TOPS IN GLOBAL EXECS. A new Harvard University survey of 900+
senior executives in 30 countries ranks IBM as number one in
developing international executives. IBM officials attribute the
company's success in this area to the personal involvement of Chairman

EDUCOM's Educational Uses of Information Technology and is now
affiliated with the American Association of Higher Education (AAHE).
Your comments about the Bill and suggestions for gaining
consideration and discussion of it on campuses, in school districts
and professional forums would be appreciated.

The CAiSE series of conferences provides a forum for presentation and
exchange of research results and practical experiences within the
Information Systems Engineering (ISE) field.  The sponsoring
organisation is the Software Engineering Research Centre, University
of Twente.

The ISE field may be characterised by the two terms of information
systems and engineering.  Information Systems implies that computer
based systems are designed to provide adequate and timely information
to human users in organisations.  Engineering implies the application
of a rigourous set of problem solving approaches analogous to those
found in traditional engineering disciplines.

ICCI'94 will be an international forum for the presentation of new
results in research, development, and applications in computing and
information.  The conference will be organized in five streams:

Stream A: Data Theory and Logic, Information and Coding Theory

Stream B: Distributed Computing and Communication
Stream C: Concurrency and Parallelism
Stream D: AI Methodologies, Expert Systems, Knowledge Engineering,

Past ICCI conferences have been attended by educators, researchers,
and students from Asia, Europe, Africa, and North America.

Authors are invited to submit five copies of their manuscript to the

be written in English, and contain a maximum of 5,000 words.  Each
paper should include a short abstract and a list of keywords

Accepted manuscripts are to be in Mac Word, MacWrite, WordPerfect
(Mac or IBM), or ASCII text on a 3.5" disk.  High quality papers will
be considered for journals inclusion or/and the Best Paper Award.

For panels and workshops, submit a 2-4 page summary that states the
purpose of your session and why it would be of interest to the
conference participants.  Follow guidelines for papers.  Submitter
must provide participants/panel members and any special equipment.

the future development and use of Decision Support Systems (DSS) for
the management of natural resources and environment.  Resource
managers, scientists and technology developers will gather at this
international conference to discuss the most important and timely
issue of merging advanced technologies to provide more effective
information on complex resource problems and better techniques for
solving them.

SUBMISSION INFORMATION:  We invite your submissions of individual

* THE LAST WORD - An American Imperative?                           *

Earlier this month the Wingspread Group on Higher Education released
"An American Imperative: Higher Expectations for Higher Education",
the latest in a series of crisis reports from various education
associations, foundations, or government commissions.  (Before you
non-Americans tune out, consider if the following could be said for
the state of educational policy setting in your country?)

What does AAIHEHE say about Information Systems?  Very little.  The
report is uninspiring about computers, using same-old-tired language
such as "A generation ago, computers took up entire rooms . . .Today,
microprocessors, miniaturization, and fiber optics have made
information from the four corners of the world instantaneously
available" and "New information and technologies are accelerating
change." (Yawn!)

There is talk about "the needs of an information- and technology-
based global economy" but no concrete suggestions for _using_
technology to achieve goals.  Of greater concern, words such as
information technology, telecommunications, computer/information
literacy, and information infrastructure do not appear in the
report.

In summary, if you want flowery language, threats of impending doom,
and critical introspection you will find value in this report.  If
you want a high-powered reference that you can take to your Dean to
justify your existence, forget it.  Most IS professionals can leave
this report on the shelf/server and get on with their lives quite
satisfactorily.
